Buying a car in France: HistoVec and documents for importing it into Italy

Before paying, check the French file, the vehicle's history and the tax and technical route required in Italy.

Yes, a private individual resident in Italy can buy a standard used M1 car already registered in France and register it nationally in Italy. The prudent choice, however, is to make final payment conditional on checking three elements: a complete French file, the car's actual condition and the Italian route confirmed by their own UMC or STA. The French document allowing the car to be moved within the country is not sufficient to return to Italy, and a temporary registration plate does not automatically guarantee circulation and insurance along the whole route.

The decision should therefore be made in this order: check the identity of the seller and vehicle, correctly determine VAT status and documents, choose legally usable transport, and only then arrange registration, the PRA register and the Documento Unico.

Before payment: the French file and the car's history

In an ordinary French sale, the seller must provide the complete carte grise, crossed through with date and time and signed, the purchaser's copy of the certificat de cession, a certificat de situation administrative issued less than 15 days earlier and, where required, the contrôle technique report. These are origin-country requirements: they do not replace the tax, technical and administrative documents required for Italian national registration. 1

Also ask the owner to generate HistoVec and share the link. The report brings together recorded data on registrations, administrative status, inspections, mileage and certain procedures relating to claims. It is useful for identifying inconsistencies, but it does not certify that there have been no accidents and does not reliably describe the current mechanical condition. Compare it with the VIN, invoices, servicing, cabin wear and the result of a physical inspection. 2

The contrôle technique needs to be read precisely. For an M1 with an unfavourable result due to a défaillance critique, it is the French technical inspection that has validity limited to the day it was carried out; it must not be said that the defect “expires” at the end of the day. Before sale to a private individual, critical defects require repair and a reinspection under the French procedure. Even a favourable report is not equivalent to a pre-purchase inspection, and its usability in Italian practice must be checked with the competent office. 3 1

Before paying a non-recoverable sum, send legible copies to the UMC or STA that will handle the application. This is an operational precaution, not a statutory deadline. The basic file includes proof of purchase, identity and tax code, the complete original foreign document — both parts where provided for — technical data, relevant tax and insurance evidence and any technical inspection documents. Modifications, damage or missing parts can change the route. 4 5 6

VAT and notification of the purchase in Italy

For VAT purposes, “used” has a strict meaning: the car must have travelled more than 6,000 km AND be transferred more than six months after first registration. It is fiscally new if it has travelled no more than 6,000 km OR is transferred within six months. A car with exactly 6,000 km does not exceed the threshold, and either of the two newness conditions is sufficient. 7 5

For a standard used car already registered in the EU, bought from a private seller and transferred to Italy, no new VAT is paid on the vehicle solely because of the transfer. If the seller is a professional, read the invoice and distinguish ordinary VAT from the margin scheme: a private buyer has no general right to obtain the net price. A fiscally new vehicle instead follows the relevant VAT route; the normal-used-car documentation procedure does not create a general exemption. 7 4

There are no customs duties on the normal intra-EU France–Italy route. This conclusion does not extend to special tax territories or direct purchases from non-EU countries. 7

The private individual must notify the purchase data within 15 days after the intra-Community purchase is made and, in any event, before submitting the registration application. The deadline does not run from the car's arrival in Italy. Where the conditions for exclusion from payment through F24 Elide are met, the Agenzia delle Entrate is responsible for checking the documents in advance; a positive outcome from the Provincial Directorate is notified to the CED and makes registration possible without that payment. This does not remove any VAT that may be due for a fiscally new vehicle. 8 4

Italian national registration: documents, technical matters and sequence

For eligible EU or EEA cases, the STA can submit the unified application covering registration at the UMC, entry in the PRA register and issue of the Documento Unico. Where the application cannot go through the STA, it proceeds first at the UMC and then to the PRA within 60 days from the date of the document preceding the DU. Those 60 days do not run from purchase or from the vehicle's entry into Italy. 5

If the French registration certificate is in the harmonised format, it must not automatically be treated as requiring a full translation. A non-harmonised document or one with additional annotations, however, requires the relevant full translation. The COC may be submitted in original or copy and does not require translation; it is not always the only possible evidence, however. Alternatively, a translated supplementary technical sheet or other technical documentation allowed in the specific case may be required. 4

The ordinary technical check for national registration is internal to the procedure, does not require a separate application and has no separate charge. As a general rule, vehicles from another EU State are not subject to a prior technical examination and test (visita e prova), but exceptions exist for specific type approvals, damaged vehicles and other cases. A positive technical result does not replace any tax condition that may be required. Periodic roadworthiness inspection, the administrative visita e prova and a pre-purchase inspection have different purposes. 4

Returning from France: do not rely on the coupon

The coupon détachable on the carte grise allows the purchaser to drive in France for one month, but the official source expressly excludes use abroad. It is therefore not a solution for driving from France to Italy. 1

From 1 January 2026, the CPI WW normally permits four months of circulation, but Article 8 reserves it to exhaustively listed categories. These include used vehicles already registered outside France, bought in France from a motor-trade professional and intended for direct export. This case does not create a universal entitlement to a CPI WW for every standard French used car registered in the SIV: the category of vehicle and sale must be checked. 9

Any temporary or export registration plate must be checked for permitted holder and driver, dates, documents, recognition in Italy and the countries crossed, and full insurance cover for the entire route. Validity granted by France alone does not establish the right to drive elsewhere. Carriage on a vehicle transporter avoids driving the car on its own registration plates, but does not remove ownership, tax and registration obligations. 10 6

For a foreign vehicle owned by someone who has acquired registered residence in Italy, the three-month period under Article 93-bis is connected to acquiring residence. A person who has lived in Italy for a long time and buys a foreign car today does not receive three new months from the purchase date. REVE applies to specific possession or employment situations and does not generally replace national registration of a newly purchased car owned by the buyer. 10 11

Realistic budget and checks before buying

There is no verified complete national total here. The budget must keep separate the price and VAT scheme, inspection, documents and translations, transport or temporary registration plates with insurance, Motorizzazione, PRA and IPT, Italian registration plates, any technical procedures, repairs and the agency fee. For its PRA component, ACI documents variable IPT, EUR 27.00 in ACI fees and two EUR 16.00 stamp duties; these amounts do not represent the total cost of national registration. The other figures remain to be determined from current quotations. 5

An independent inspection is particularly useful for comparing HistoVec and the contrôle technique with paint thickness, joints, load-bearing parts, underbody, tyres, leaks, electronics and a road test where permitted. The inspection described by CarAudit does not include dismantling, depends on access to the vehicle and test conditions, and cannot guarantee detection of every defect or fault that emerges later. The certificate is not a warranty under the Civil Code, and the service must not be confused with transport, customs or registration. 12 13

When is a French car used for VAT purposes?

Only when it has travelled more than 6,000 km and is transferred more than six months after first registration. With no more than 6,000 km or transfer within six months, it is fiscally new. 7, 5

Can I request HistoVec myself?

The owner generates it and shares the link. Compare the recorded data, but do not treat it as a guarantee against accidents or mechanical problems. 2

Is a French défaillance critique valid until the end of the day?

No: it is the contrôle technique that is valid only on the day of the inspection. The critical defect does not expire; before a private sale, repair and a reinspection are needed under the French procedure. 3, 1

Can I return to Italy with the coupon détachable?

No. It is valid for one month of driving in France, but does not permit driving abroad. Another solution valid for the whole route is needed. 1

Is a CPI WW available for every used car bought in France?

No. From 1 January 2026 it normally lasts four months, but only in the exhaustive Article 8 categories, including used vehicles registered outside France, bought there from a motor professional and intended for direct export. It does not cover every French used car in the SIV. 9

When do the 15 days for notifying the purchase start?

From the intra-Community purchase, not the car's arrival in Italy. The private individual must also notify the data before the registration application. 8, 4

Does an Italian resident have three months from purchase to drive the foreign car?

No: in the owner route, the three months run from acquiring residence in Italy. Purchase does not restart the period, and REVE does not generally replace national registration. 10, 11

Is the COC always compulsory, and must it be translated?

No. An original or copy does not require translation. A translated supplementary technical sheet or other evidence may be accepted; translations also depend on the format and annotations of the registration certificate. 4
