An operational guide for people living in Italy who buy a used car in Czechia: checks before payment, deregistration from the Czech register, transport, VAT and Italian registration.
When importing a used car from the Czech Republic, it is sensible to decide on the basis of the complete file, not only the price and declared mileage. A private buyer already resident in Italy should check the car, seller and originals before paying, choose a transport method that can be documented along the entire route, and prepare the registration process with their UMC or STA. Checking the specific file in advance is a practical precaution, especially before a non-recoverable payment. 1 2
Before paying: VAT and exit from Czechia
For VAT purposes, a car is used only if it has travelled more than 6,000 km and is supplied more than six months after its first registration. It is new if it has travelled no more than 6,000 km or is supplied within six months: one condition is sufficient. 3 2
For a normal used car already registered in the EU and bought from a private individual, transferring it to Italy does not by itself generate new VAT on the car. With a trader, the invoice must distinguish ordinary VAT from the margin scheme; a private buyer has no general right to a net price. The normal intra-EU route does not involve customs duties, unless the case involves special fiscal territories or a direct purchase from outside the EU. 3 1
Agree before payment who will deal with the Czech procedure. Generally, the export application is for the registered owner or a representative with written authorisation. The buyer should not assume they can act alone after collection. 4

Mileage and documents to check
Entering the VIN in Kontrola tachometru shows readings recorded during Czech technical inspections and emissions measurements. Compare them with invoices, servicing, any replacement of the instruments and actual wear. The service warns that readings may not match the true current total mileage; on its own, it does not prove history, ownership or condition. A reduction requires an explanation; it is not automatically fraud. 6
Cross-check the VIN on the car, contract, registration certificate and technical documentation. For a Czech limited-validity plate, the registration certificate, any technical certificate and all plates are required; the authority checks the register for a valid evidential technical inspection. Resolve missing originals before collection. 4
The Italian file basically includes the purchase title, identity and tax code, the complete original foreign document, including both parts if issued, technical data and relevant fiscal, insurance and inspection evidence. Modifications, damage or gaps may change the route; have the specific composition confirmed by the UMC or STA. 1 2 5

Transport to Italy
With temporary or export plates, obtain before collection the actual dates, documents, permitted registered holder and driver, recognition in every country crossed, and written insurance cover for the whole route. Czech issue alone does not prove that the car may be driven as far as Italy. 7 5 4
A vehicle transporter avoids driving the car on its own plates, but does not remove ownership, tax and registration matters. If the chain of plate–driver–recognition–insurance cannot be documented, obtain a quote for carriage with the vehicle carried as a load. The alternatives must be compared, not added together. 7 5

Italian registration: order and deadlines
For a private intra-Community purchase, the data must be notified within the fifteen days following the purchase and in any event before the registration application. The deadline does not run from arrival in Italy. 8 1
If the conditions for exclusion from payment using F24 Elide apply, the Agenzia delle Entrate is responsible for preliminary documentary verification. A positive outcome goes from the Provincial Directorate to the CED and allows registration without that payment; it is not a general exemption for vehicles that are new for tax purposes. 1
In permitted EU or EEA cases, the STA can submit UMC registration, entry in the PRA register and issue of the Documento Unico together. If the STA cannot be used, first proceed with the UMC and then the PRA within 60 days from the date of the document preparatory to the DU, not from purchase or arrival. 2
A non-harmonised EU registration certificate or one with relevant annotations requires the relevant full translation. The COC may be an original or copy and does not require translation; alternatively, a translated supplementary technical sheet or other permitted evidence may be needed. The solution depends on the vehicle. 1
As a rule, vehicles from other EU states do not require a prior technical examination and test (visita e prova), but there are exceptions for particular approvals, damage and other cases. The ordinary technical check is part of the registration process, with no separate application or standalone fee; it does not replace any fiscal condition. A periodic roadworthiness inspection, a technical examination and test, and a pre-purchase inspection are different checks. 1
For someone already living in Italy, the purchase does not start a new three months of foreign driving: in the ownership branch, Article 93-bis links the three months to residence acquired. REVE concerns specific cases of availability or work and does not normally replace registration of a car bought in ownership. 7 9
Budget without false totals
The Czech page states 200 CZK for each export plate and 50 CZK to amend the data. Issue is described as immediate, usually while waiting, but may take up to 30 days in complex cases: it is neither a guarantee nor the total for the route. 4
ACI lists EUR 27 in fees, two EUR 16 stamp duties and variable IPT. These are PRA components, not the full cost. Transport or insurance, documents, the Motorizzazione, Italian plates, any technical procedures, repairs and agency assistance remain to be determined; without these inputs, no overall total should be calculated. 2

Pre-purchase inspection
A physical check can compare wear, VIN, documents and signs of repairs with what has been declared, but remains distinct from administrative checks. CarAudit describes an inspection without dismantling, dependent on access to the car and test conditions. Frequently asked questions
When is a car used for VAT purposes?
Both conditions are required: more than 6,000 km and supply more than six months after first registration. With no more than 6,000 km or supply within six months, the vehicle is new for tax purposes. 3, 2
Do I pay VAT again when buying in Czechia?
For normal EU used vehicles bought from a private individual, transfer does not by itself generate new VAT. With a trader, read the invoice, distinguishing ordinary VAT and the margin scheme; a vehicle new for tax purposes follows its own branch. 3, 1
Are there customs duties between Czechia and Italy?
