Used car from Slovakia: ODO-Pass, documents and import to Italy

How to check a Slovak car, prepare deregistration, choose transport and complete the tax formalities and registration in Italy.

Importing a used car from Slovakia is feasible, but it is wise to commit only after three checks: the vehicle’s identity and history, the practical possibility of exporting it, and a file that is acceptable in Italy. For a private individual already resident in Italy, the prudent order is to check the car and documents before payment, choose one transport option only, and prepare the tax and registration steps promptly.

Before payment: car, seller and file

Ask for the VIN, Parts I and II of the Slovak certificate if issued, the date of first registration, mileage, proof of ownership and technical data. Have your UMC or STA check the file before a non-refundable payment: this is a precaution, not a legal deadline. The usual requirements include proof of purchase, identity and tax code, the complete original foreign document, technical data, relevant tax and insurance evidence, and any inspection documents; damage, modifications or gaps can change the procedure. 1 2 3

ODO-Pass collects verifiable historical odometer readings. AUTO-Pass may show, according to the records available, transfer blocks, theft, leasing, first registration, number of owners and reported damage. Neither proves ownership, mechanical condition or a complete history: compare them with maintenance records and a physical inspection. 4

A pre-purchase inspection remains distinct from the Slovak originality inspection and the Italian technical examination and test (visita e prova). The inspection described by CarAudit does not involve dismantling, depends on access and test conditions, cannot guarantee detection of every defect or future breakdown, and the certificate is not a guarantee under the Civil Code. 7 8

Deregistration and export in Slovakia

Under §119, the registered owner or holder submits Parts I and II, if issued, the documents referred to by the legislation, identity, the required details of the new holder or foreign owner, and the plates. Exceptions for missing or stolen items do not normally make them optional. 6

If the foreign buyer is not present at the Slovak Police, a written power of attorney with a certified signature or an ownership-acquisition document bearing their certified signature is normally required. The exceptions for a close person and suitable electronic authorisation must be retained; the competent office must confirm the applicable form. 6

The originality inspection is not universal. Outside the exceptions, a “suitable” report no more than 15 days old is required; a “temporarily suitable” result, within the same limit, is valid only if the identifiers are legible and can be determined with certainty. The inspection does not apply where the holder does not change during export or where first registration was no more than 60 days ago: these are two alternative exceptions. 6

On request, the Police assign a special number with V and the corresponding plate. The certificates and V plate are valid for a maximum of 30 days from deregistration abroad, not from purchase, delivery or collection. 6

The official HTML time version consulted was effective from 1 to 30 September 2026. The website states that the PDF is binding, but its link returned 404 on 10 September 2026. The current act and the Slovak office’s decision must therefore be confirmed before the operation. 6

Transport to Italy and residence

Choose driving on the road or transport with the vehicle carried as a load. With the V plate, check the permitted driver, dates, documents, recognition in every country crossed and insurance cover up to Italy: the Slovak issue alone does not establish them. A vehicle transporter avoids driving with the vehicle’s own plates, but not the ownership, tax and registration obligations. 6 9 3

The purchase does not give a long-term Italian resident a new three months with foreign plates: in the ownership route, Article 93-bis links the period to acquisition of registered residence. REVE covers specific availability or work situations and does not generally replace registration of the car just bought. 9 10

VAT, customs duties and notification within 15 days

The vehicle is used for VAT purposes only if it has travelled more than 6,000 km and is transferred more than six months after first registration. It is new if it has travelled no more than 6,000 km or is transferred within six months. For an ordinary used EU vehicle bought from a private individual, the transfer does not generate new VAT on the car; from a professional seller, ordinary VAT and the margin scheme must be distinguished, without assuming an entitlement to the net price. The ordinary Slovakia–Italy route does not involve customs duties, except for scenarios such as special tax territories or direct non-EU purchases. 5 2 1

The private individual notifies the details of the intra-Community purchase within 15 days of the purchase and before the registration application; the period does not run from arrival. If the conditions for exclusion from payment through F24 Elide apply, the Agenzia delle Entrate checks the documents in advance and the Provincial Directorate sends the positive result to the CED. This procedure does not generally exempt vehicles that are new for tax purposes. 11 1

Italian registration

In eligible EU or EEA cases, the STA can combine UMC registration, entry in the PRA register and the Documento Unico (DU). Otherwise, the process goes first through the UMC and then the PRA within 60 days of the date of the document preliminary to the DU, not from purchase or arrival. 2

A non-harmonised registration document or one with additional annotations requires the relevant full translation. The COC may be original or a copy, does not require translation and is not the only evidence: a translated supplementary technical sheet or other admissible proof may be needed. 1

As a rule, an EU vehicle avoids a prior technical examination and test (visita e prova), but there are exceptions for specific approvals, damage and other cases. Periodic roadworthiness inspection, technical examination and test, and pre-purchase inspection are different checks. The ordinary technical verification is internal to registration, with no separate application or fee, and its positive result does not replace any applicable tax condition. 1

Separate the price and VAT, inspection, documents and translations, one transport option only, Motorizzazione, PRA and IPT, plates, any technical procedures, repairs and agency. ACI documents variable IPT, €27.00 in charges and two separate €16.00 stamp duties: these are PRA components, not the full cost of registration. 2

Frequently asked questions

When is a Slovak car used for VAT purposes?

Only when it has travelled more than 6,000 km and is transferred more than six months after first registration. If it has travelled no more than 6,000 km or is transferred within six months, it is new for tax purposes. The seller type and invoice remain decisive. 5, 2

Are customs duties payable when importing from Slovakia?

In the ordinary transfer of a vehicle from Slovakia to Italy, there are no customs duties because both are EU States. The answer does not cover special tax territories or a direct non-EU purchase. 5

Is the Slovak originality inspection always necessary?

No. It does not apply if the holder does not change during export or if first registration was no more than 60 days ago. Outside the exceptions, the result and date provided by the legislation are required; the “temporarily suitable” route applies only with identifiers that are legible and can be determined with certainty. 6

Can I drive to Italy with the V plate?

Only after checking the specific case. Slovak maximum validity is 30 days from deregistration abroad, but the permitted driver, documents, insurance and recognition in every transit State and in Italy must be confirmed. Alternatively, transport with the vehicle carried as a load should be quoted. 6, 9, 3

What is the difference between ODO-Pass and AUTO-Pass?

ODO-Pass concerns historical odometer readings; AUTO-Pass may also include blocks, theft, leasing, first registration, owners and reported damage. They depend on the records available and do not replace a physical inspection, proof of ownership or the Italian check. 4

Is the COC always mandatory, and does it need to be translated?

No. It may be provided in original or copy and does not require translation. Depending on the file, a translated supplementary technical sheet or other technical evidence may be admissible; a non-harmonised registration document or one with additional annotations instead requires the relevant translation. 1

When do the 15 days for notifying the purchase start?

From the date on which the purchase is made, not from the car’s arrival in Italy. Notification must also take place before the registration application. 11, 1

Does an Italian resident have three months from purchase to drive with Slovak plates?

No. In the ownership route, Article 93-bis links the three months to acquisition of registered residence. A long-term resident does not receive a new three-month period by buying a foreign car today; REVE is not a general substitute for registration. 9, 10

What is the total cost of registration?

No single verified national total is available here. ACI indicates variable IPT, €27.00 in charges and two €16.00 stamp duties, but the other applicable items still need quotations. A current PagoPA or STA quotation is needed, and a total only after the inputs have been completed. 2
