A guide for people who already live in Italy: Traficom checks, Finnish documents, safe transport and the national registration process.
A used car can be imported from Finland, but for someone already resident in Italy the decision should be made only after VAT, the document file and transport have been clarified. Before paying the balance, ask the UMC or STA whether the specific vehicle’s documents are sufficient: this is an operational precaution, not a legal deadline. If temporary plates and insurance are not confirmed in every country on the route, plan carriage on a vehicle transporter. 1 2 3 4
Checks before paying
Compare the physical VIN with the registration plate, certificate, contract and seller details. Traficom provides technical data, periodic roadworthiness inspection and vehicle tax information free of charge using the registration plate or VIN. Owner and keeper names and history are paid services; authentication and query limits apply, personal data may be masked without reducing the fee, and records only go back to about 1989. This is a limited register check, not a worldwide history or a check of current condition. 5
For a sale intended for foreign registration, both parts of the Finnish certificate are required and must be handed to the buyer. The registered owner can order Part I and Part II; the keeper can order Part I only. An order arrives by post in about one week, without a guarantee, and may be blocked if the registration number is missing, a change prohibition exists, the vehicle is deregistered or decommissioned abroad, stolen, or linked to a protected address. Therefore verify the seller’s authority and valid documents before an irreversible payment. 6
Also check the stamped VIN, bodywork, accessible underbody, repairs, tyres, brakes, fluids and a road test, where lawful. For an electric vehicle, ask about the method and conditions of the battery test. An inspection without dismantling depends on access and testing and cannot guarantee detection of every fault. 7

VAT and Italian formalities
The car is used for VAT purposes only if it has travelled more than 6,000 km and is supplied more than six months after first registration. It is new if it has travelled no more than 6,000 km or is supplied within six months: either condition is sufficient and the thresholds must not be rounded. 8 2
For an ordinary used car already registered in the EU and bought from a private seller, bringing it to Italy does not generate new VAT on the car. With a professional seller, read the invoice and distinguish standard VAT from the margin scheme; a private buyer has no general entitlement to a net price. There are no customs duties on the ordinary intra-EU route, but this rule does not cover special tax territories or direct purchases outside the EU. 8 1
The details of a private intra-Community purchase must be communicated within fifteen days after the purchase and before the registration application: the period does not run from arrival in Italy. Where the conditions for exclusion from payment using F24 Elide apply, the prior check is for the Agenzia delle Entrate; a positive outcome from the Provincial Directorate is passed to the CED and allows registration without that payment. This is not a general exemption for vehicles that are new for tax purposes. 10 1
Document file and national registration
Have the purchase title, identity and tax code, complete original foreign document, technical data, relevant tax and insurance evidence, and any technical checks verified. Modifications, damage or gaps can change the route. 1 2 4
Take original Part I and Part II. A non-harmonised EU document or one with additional annotations requires the relevant full translation. The COC, original or copy, does not require translation and is not always mandatory: a translated supplementary technical data sheet or other accepted evidence may be needed instead. 1
As a rule, a vehicle from another EU State does not require a prior technical examination and test (visita e prova); exceptions exist for particular approvals, damage and other cases. The periodic roadworthiness inspection, technical examination and test, and pre-purchase inspection are separate checks. The ordinary technical check for national registration is internal to the procedure, with no separate application or standalone fee, and does not replace any tax condition. 1
In eligible EU/EEA cases, the STA can combine UMC registration, entry in the PRA register and issue of the Documento Unico (DU). Otherwise, the procedure goes first to the UMC and then to the PRA within 60 days from the date of the document preliminary to the DU, not from purchase or arrival. 2

Transport from Finland
The Finnish transfer permit may cover journeys starting or ending in Finland, but the user must verify the permit and third-party liability insurance in every country. The Nordic agreement mentions Denmark, Norway and Sweden and does not prove recognition all the way to Italy. The permit must be kept in the vehicle, with plates displayed; identity and third-party liability insurance form part of the application. Confirmations are needed for the holder, driver, dates, documents, transit countries and cover. 9
Finnish export registration requires caution: the Traficom page mentions an owner taking abroad a vehicle not registered in Finland and competition vehicles. For used vehicles not registered or decommissioned, it gives 1–30 days according to destination, but it does not prove that an ordinary used car still registered in Finland and sold to an Italian resident falls within this. Specific confirmation is required. In eligible cases, valid third-party liability insurance in Finland and a Finnish address for dispatching the plates are required; destination law may shorten use. 12
A vehicle transporter avoids driving on the vehicle’s own plates, but not tax, ownership and registration obligations. A long-term Italian resident does not receive a fresh three months from the purchase: Article 93-bis links the period to acquiring residence. REVE covers specific availability or employment cases and does not replace national registration of a car bought into ownership. 3 13

After the vehicle leaves Finland, the owner or keeper can request decommissioning abroad with evidence, such as foreign registration or Finnish customs evidence. Notification by the EU authority may be delayed; direct submission is indicated as quicker for ending Finnish vehicle tax and third-party liability insurance premiums. This later procedure does not authorise driving before departure. 11
Budget without a misleading total
Separate the price and VAT, inspection, documents, selected transport, UMC, PRA/IPT, plates, any technical procedures, repairs and agency fee. ACI confirms €27 in fees and two €16 stamp duties, while IPT varies: €59 covers PRA components only, not the total cost of national registration. 2

Frequently asked questions
When is a Finnish car used for VAT purposes?
Only when it has travelled more than 6,000 km and is supplied more than six months after first registration. With no more than 6,000 km or supply within six months it is new. An ordinary EU used car bought from a private seller does not incur new VAT merely for transfer; with a professional seller, the invoice scheme matters. 8, 2, 1
Is Part I of the Finnish certificate enough?
No. Traficom requires Part I and Part II for a sale intended for foreign registration. The owner can order both; the keeper Part I only: also verify the power to sell. 6
Can I drive back from Finland on a transfer permit?
Only if the permit and third-party liability insurance are valid for the driver, dates and every country crossed, including Italy. Nordic recognition does not demonstrate validity for the entire route; without complete confirmations, use a vehicle transporter. 9, 4
Do Finnish export plates always last from 1 to 30 days?
No. Traficom does not clarify eligibility for an ordinary used car still registered in Finland. The 1–30 days apply to eligible cases: specific confirmation, Finnish third-party liability insurance, an address in Finland, and checks of destination and transit rules are required. 12
After purchase, do I have three months to drive in Italy on Finnish plates?
Not if you already resided in Italy: Article 93-bis links the three months to acquiring residence, not to purchase. REVE concerns specific availability or employment cases and does not normally replace registration of the car bought. 3, 13
Are the COC and a translation always mandatory?
No. The COC may be original or a copy and does not require translation; depending on the case, it may be replaced by a translated supplementary technical data sheet or other accepted evidence. A non-harmonised EU document or one with additional annotations instead requires the relevant full translation. 1
Must every EU car undergo a technical examination and test before registration?
No. It is generally excluded, with exceptions for particular approvals, damage and other cases. The ordinary technical check internal to national registration has no standalone application or fee and does not replace tax formalities. 1
How is the vehicle’s position closed in Finland?
After exit, submit foreign registration or other accepted evidence to Traficom. Notification by the EU authority may be delayed; direct submission is indicated as quicker for ending Finnish vehicle tax and third-party liability insurance premiums. It does not authorise driving before departure. 11
