A practical guide for the Italian resident buying a used car in Switzerland, from checking the documents to customs clearance and the Documento Unico.
Yes, a private individual already resident in Italy can buy a used car in Switzerland and register it in Italy, but must treat the transaction as an import from a non-EU country. The decisive choice must be made before payment: the competent UMC must be asked, for the specific VIN, whether the technical documents, Apostille and any technical examination and test (visita e prova) will be acceptable. Three steps must then be kept separate: Swiss export, release for free circulation with customs and import VAT, and finally the Italian technical-administrative check and registration. Swiss customs clearance does not replace Union customs clearance and does not prove that the car can be registered in Italy. 1 2 3
This guide concerns an ordinary used M1 passenger car, already registered in Switzerland, bought by a private individual for their own use. Cases such as a change of residence, historic vehicles, business imports or heavily modified cars require separate assessment.
The decision to make before payment
It is not enough for the vehicle to appear European or have an orderly Swiss history. Before a non-recoverable payment, send the chosen provincial UMC a legible copy of the Swiss registration certificate, the VIN, available technical data, the list of modifications and the plan for the cantonal signature and Apostille. Ask in writing which originals, translations, proof of conformity and tests will be needed. This is an operational precaution, not a statutory deadline, because none of the general sources decides the admissibility of the individual VIN. 4 5 3

Swiss documents and the Italian file
The basic file includes the purchase title, identity document and tax code, complete original foreign document, both parts where provided for, technical data, customs and tax evidence, relevant insurance and any technical inspection documents. Damage, modifications or missing documents may change the route. Have the specific composition checked by the UMC and, where involved, the STA before completing the purchase. 3 8 9
For the Swiss registration certificate, the Italian Embassy in Bern sets out a precise sequence: the original must bear the original signature of an authorised official of the cantonal authority that issued it; it must then be presented to the competent cantonal State Chancellery for the Apostille. The Apostille concerns that document and does not replace any translation, technical sheets, proof of conformity or UMC decision on the vehicle. 4
In extra-EU PRA practice, form NP-2C with a declaration of sale is provided for. The buyer's application on the back of the form is indicated by ACI for a vehicle of EU origin and must not automatically be transferred to the Swiss case. Where the person filing the application was already the owner abroad and this appears from the foreign document, ACI instead contemplates an authenticated declaration of ownership. 10
Export from Switzerland and transport
For definitive export, the vehicle must be declared voluntarily at a Swiss customs office competent for goods. The assessment documents include the registration certificate, even if cancelled, identity, the export declaration and any proof of origin. Cantonal export registration plates and transport with the vehicle carried as a load are distinct options; plate requirements and validity depend on the competent Canton. 1

A temporary registration plate valid under the State that issues it does not, by itself, guarantee circulation and insurance along the entire route. Before collection, check the registered holder, permitted driver, dates, documents, recognition in the countries crossed and effective insurance cover. Carriage on a vehicle transporter avoids driving the car on its own plates, but leaves ownership, customs and registration obligations unchanged. 11 9
A long-term Italian resident does not receive three new months to use the foreign car from the date of purchase: Article 93-bis links the three-month period to acquiring registered residence. REVE governs specific cases of availability or employment and does not generally replace national registration of the car just bought into ownership. 11 12
Customs, preferential origin and VAT
The Union import requires classification of the goods, determination of customs value and consideration of any preference. Transaction value is the primary method, subject to applicable adjustments; the import VAT base adds any customs duties and relevant forwarding costs. The current standard Italian rate is 22%, but these elements alone do not determine the amount due for the specific vehicle. Duty, VAT, reliefs and the accepted value remain to be determined with customs. 13 14 15
Purchase in Switzerland, Swiss plates, a brand or apparently European manufacture do not prove preferential origin. A reduced or zero duty requires compliance with the rules of origin, a valid proof produced by the Swiss exporter before export and acceptance by the importing customs authority. There is therefore no single duty rate that can be published for every car on this route. 1 6 7
For the Documento Unico, regularity of the customs documentation is part of the Italian check. ACI Sheet 10, read directly in the project on 8 September 2026 but not successfully reopened on 10 September, states that from 1 February 2024 the competent UMC verifies the authenticity of the documentation with the customs office before the DU. It is therefore necessary to agree with the UMC which customs declaration or reference to provide in the specific case. 16
UMC check, PRA and Documento Unico
According to ACI, a vehicle already registered in a non-EU country is used. Before registration, the provincial UMC checks in advance the suitability of the technical documentation and the regularity of administrative and tax obligations; once these checks have been passed, UMC registration and entry in the PRA register can be requested to obtain the Documento Unico. 10
ACI indicates STA access for imports from the EU or EEA, listing Iceland, Norway and Liechtenstein; Switzerland does not belong to those groups. For this direct purchase, the prudent course is to follow the sequential route outside STA unless the competent offices confirm a specific channel in writing. The ACI source does not, in fact, state a universal STA prohibition for every extra-EU application. 10 3
Where the application cannot be submitted through STA, the sequence is UMC first and PRA afterwards. Entry in the PRA register must be requested within 60 days from the issue date of the document preparatory to the Documento Unico: the period does not start from the sale, Swiss export, Italian customs clearance or filing at the UMC. The DU is issued only after both procedures and may be issued from the first working day after PRA entry. New Italian registration plates are the responsibility of the UMC side; the PRA counter registers a vehicle already plated and does not issue new plates. 10
Precision is needed on the technical time requirement. DD 581 states, for the British extra-EU branch, compliance with the directives in force on the date of the Italian application and immediately extends the principle to any vehicle from a non-EU country. Switzerland is not named in that sentence; applying it to a Swiss vehicle is an inference supported by the extra-EU/extra-EEA classification and the local notice that treats Swiss vehicles as extra-EU. Only the chosen UMC can decide, for the VIN, the applicable directives, documents, derogations, modifications and evidence required. 3 5
For applications at UMC Varese and the coordinated Como and Lecco sections, a local notice has required the technical examination and test (visita e prova) as a necessary condition since 9 February 2026 and does not allow the application to be completed with an administrative examination alone. The date and procedure must not be generalised to the rest of Italy. 5
A realistic budget without a fictitious total
The full cost depends on the price, the customs decision, transport and the technical route. For its PRA scope, ACI confirms EUR 27.00 in fees and two EUR 16.00 stamp duties, while IPT varies. These amounts do not represent the total cost of national registration; without quotations and outstanding decisions, a total would be misleading. 8

Inspection and final check
Before payment, an inspection can compare the Swiss registration certificate, VIN, technical data, modifications and the car's actual condition. The publicly described CarAudit inspection does not involve dismantling, depends on access and test conditions and cannot guarantee detection of every defect or future fault; the certificate is not a warranty within the meaning of the Civil Code. It neither includes nor promises transport, customs clearance or registration. 17 18

Is buying in Switzerland the same as buying in the EU?

Is duty always zero?
